Barney Donnelly
Barney Donnelly worked with federal, state and local governments for thirty-five years before retiring from state service. He has long experience in finance and personnel, corrections and health and welfare primarily involving management analysis, program development, and policy and program evaluation.
Barney has been actively involved in community affairs for over twenty years, and was first appointed to the County Adult and Aging Commission in 1984. He chaired a citizen’s advisory committee which directed the Elder Abuse Study in 1985, producing a master plan for adult protection adopted by the County Board of Supervisors in January 1986. After the report was adopted, he chaired the Adult Services Board, established to continue community oversight of the adult protective service system. When the Adult Services Board was combined with the Commission on Aging, he returned to the commission.
He has served on various boards and commissions, directing and writing reports on social services policies and problems, principally for the County Board of Supervisors. After a hiatus from the Adult and Aging Commission, he was reappointed in 2002 and chaired that body in 2003-2004. He was instrumental in shaping the effort to raise local funds which can replace reductions in state and federal funds for adult protective services and preserve a stable level of service for local residents.
Margrethe (Peggy) Forseth-Andrews
Margrethe (Peggy) Forseth-Andrews has experience in private business, criminal investigation, supervision, training, fundraising, public speaking, management and program development. Her experience has been gained through the public, private and non-profit sectors.
Formerly employed by the Sacramento County District Attorney’s Office and Public Defender’s Office Investigation Units, Peggy gained extensive criminal investigation experience in both felony and misdemeanor case trial preparation. She gained a reputation for thoroughness, dedication and innovative thinking. After leaving County service in 2001, Peggy was recruited by Sacramento County Senior and Adult Services and became Interim Program Coordinator for the Older Adult Resource Center. This experience, combined with her experience in elder abuse cases, led to a commitment to senior services.
In 2002 Peggy began sharing her talents full time through community service. She is currently the President of the Board of Directors of the Senior Center of Elk Grove, Chair of the Sacramento County Adult and Aging Commission, member of the Advisory Council of Area 4 Agency on Aging, and member of the State of California Task Force on Senior Mobility, to name a few.
Peggy’s awards have included the Sacramento County DA Bureau of Investigation Certificate of Achievement, Sacramento County Employee "Best of the Best"” recognition award (won twice), Outstanding Law Enforcement Award for service to domestic violence victims, Elk Grove Historical Society Individual of the Year and the 2005 Elk Grove Volunteer of the Year.
Peggy has a BA in Criminal Justice from the Union Institute. She and her husband Steve have 2 children and 2 grandchildren.
Mary G. Jordan
Mary G. Jordan is retired corporate attorney. Her late mother was a victim of financial elder abuse. Mary was a Sac/FAST (Financial Abuse Specialist Team) volunteer, 2001-2003.
Prior to her retirement, Mary was Vice President/General Counsel of USCS International, a software and billing company serving the cable TV industry. The company went public during her ten-year tenure.
Other employment included ten years with Cal Gas Corporation, a propane company with 200 retail outlets in 26 states and four gas processing plants in Texas and Louisiana. She began as corporate attorney responsible for gas processing plant contracting, then became acting general counsel for an oil and gas drilling subsidiary in Houston, and then Vice President/General Counsel.
Mary was active in the American Corporate Counsel Association, serving on the national Board of Directors and as President of the Sacramento Chapter.
Mary has a BA in Anthropology from UC Berkeley and a JD, with distinction, from UOP McGeorge School of Law. She is a former Peace Corps volunteer (La Paz, Bolivia). She and her husband have 2 adult children and 7 grandchildren.
Sarah E. Richey
Sarah E. Richey has served as President, Treasurer, and Secretary on the Board of Directors and currently as the Ways and Means Chair and Outreach Activity Coordinator for the Senior Program of the Woman’s Civic Improvement Club.
Sarah retired from the Department of Water Resources as an Associate Governmental Program Analyst after more than thirty-eight years of service.
Sarah’s public service has included volunteering, with the most current serving on the Regional Transit, Transit for Livable Communities (TLC) Committee; Meadowview Development Committee (appointed by City Council); Meadowview Neighborhood Association; Iota Phi Lambda Sorority, Beta Tau Chapter; Harry S. Truman Democratic Club; life membership of Friends of Allenworth; Triple S Credit Union, serving as Chair of the Credit Committee and member of the Supervisory Committee; member of International Training in Communication; Black Advocate in State Service; Meadowview Community Action; NAACP life member, serving on the Board and held offices of Treasurer, Secretary and receiving the Outstanding Community Service Award; served on the Sacramento Grand Jury; the local and national Board of Friends Outside; Black American Against Cancer; DWR mentoring program; Methodist Hospital; and the League of Women Voters and others.
Sarah has received resolutions from City Council, Board of Supervisors, and the Assembly Black Caucus in recognition of her outstanding contributions throughout the Sacramento community.
Ward Cockerton
Chief Fire Chaplain Ward Cockerton has been the Sacramento Area Fire Chaplain for 9 years. He is a retired Firefighter and has been in crisis work for 35 years and he is an ordained minister. He was a Chaplain with the Sacramento Urban Search and Rescue team and responded to New York on 9/11. He is a resident of North Highlands and is the only full time employee of the Sacramento Area Fire Chaplaincy.
Chaplain Ward is responsible for a group of Firefighter Associate Chaplains and together they take emergency calls for assistance from the fire service in Sacramento , Placer, and other surrounding counties. The majority of the responses involve some type of immediate crisis intervention and many involve the elderly.
Jeff Baca
Jeff Baca is Vice President District Manager for the Sacramento City Market Area for Wells Fargo & Co.
He started at Wells Fargo & Co. in 1977 as a teller. He worked in branches until 1993.
Jeff attended San Francisco State and earned a BA in small business management in 1981.
Jeff is married and has three children, Brian 17, Sarah 13, and Glynn 9. His wife Lisa is a Kindergarten teacher. Jeff’s is dedicated to his family and enjoys golf. He is also passionate about heavy metal music and loves to see the band ‘KORN’ live when in the area.
